Since 1993, Special Children Inc. has placed adoptive children from Russia with
Wisconsin families. The children from Russia who are placed for adoption reside in
orphanages and are accustomed to a scheduled lifestyle which promotes the basics; food
and shelter. Children may have resided in the orphanages since birth or may have been
placed at an older age by parents who are unable to provide for them due to difficult
economic circumstances. These children need adoptive families who will provide them
with love and nurturing, patience and understanding, and provide a supportive
environment for helping each child realize their full potential.
Special Children Inc. works with an accredited program to place orphans from Russia. Currently, Russian children are being
placed from the regions of Krasnodar, Tula, Kemerovo, Saratov, St. Petersburg, Moscow,
Ivnaova, Orenburg, and Rostov on Don with new regions opening regularly. Most
regions require 2 trips to complete the adoption; a first trip of 4 to 5 days,
and a second trip of 11 to 20 days.
At this time, most regions are providing a medical excerpt and a photo of the child before
the first trip. On your trips, you will be met at the airport and escorted through the
adoption process by English-speaking staff. All in-country transportation, hotel
reservations, and appointments are arranged for you by the Moscow staff. Post placement visits with Special Children
and re-adoption in Wisconsin occur at intervals following your return home with your
child. These reports and photos help to support the on-going program of adoption in
Russia with the United States and are required by the Russian Ministry.
